How do I make an iCloud payment?

I updated a visa for iCloud payment but it continues to fail to go thru. I called the credit card company and they informed me that the merchant is trying to save my card information in there database which visa does not allow so it fails to go thru. How am I supposed to make a payment?

Add Payment Method Can't attach a new Visa card for Payment/shipping to Apple ID. My payment method is always declined. It asks me to update it or add a new payment method and to try again. How can I fix that?
