It sounds like you are using an iPhone 5s, iPhone 6, or iPhone 6 Plus , which cannot upgrade past iOS 12 (currently it's iOS 12.5.5.)
You will have to purchase a new phone if you need to run something newer than iOS 12 as the older hardware cannot run newer operating systems.
