Grey bar in iCloud

I have a grey bar showing in my iCloud (please see the picture). I was wondering if anyone knows how to get rid of this as I need to downgrade my iCloud storage and it does not let me do that.

Try first to optimize the range of the mobile network, see this Apple article:

If you see No Service or Searching on your iPhone or iPad

Thanks for your message. Unfortunately, none of the links helped to fix the issue. In addition to that, I did not understand if this problem has anything to do with "optimizing the range of the mobile network"!

That could affect the sync / connect to the Apple servers.
