I have this same problem. This is an Apple iPhone 13 problem with the latest update. Both my phones have to reset the network interface to receive text messages. Two of my neighbors also have this problem, doesn't matter which carrier. Why do I have to constantly reset my network interface on the iPhone 13?

Ask your phone carrier why, text message is their feature not Apples.

IF this really was an Apple 13 problem, then thousands of people would be in these forums complaining about it.
