If I drag photos on desktop to trash do they get deleted from photos?

That will depend on the way you are importing your photos to Photos.
Check the Photos > Preferences > General > Importing. Is the checkmark "Importing: Copy items to the Photos Library" enabled? If yes, you can delete the photos from your Desktop, as any imported photo in Photos has a separate copy in your Photos Library.
