I suggest you do the steps in the article below to make it 'your' iPad.

Selling/Giving Away Device. *

If you run into an Activation Lock, contact Apple.

How to request access to a deceased family member's Apple accounts - Apple Support. *

Thank you Eric. My only concern in reading over these steps is that it will remove the sim info. The iPad is covered under my ATT account now and I don’t want to lose that. Can I change Apple ID without affecting my ATT status? Do I need to involve them in this change?

You are welcome. Since it is already under your AT&T account, I don't think the change will affect your AT&T status.
