Stuck on spinning globe

I have a MacBook Air retina 2018. I believe someone had tried to reinstall a fresh OS and something failed. I hit option command r and see a spinning globe where I can see my wifi. I enter my password and I’m taken back to the spinning globe with what looks like a connection to my WIFI network. After a few seconds, nothing else is visible except the spinning globe. The computer is doing something as I hear the fan working hard. Any help? I’m stuck as where to go from here.
