Are your using a genuine Apple charging cable - with a Lightning plug?
Check that there is no fluff, lint or other obstruction in the iPad’s Lightning connector. If anything is blocking the port, very gently try to dislodge it using a wooden or plastic (non metallic) toothpick - or sharpened matchstick.
If you can find no obvious reason, a visit to the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) is recommended:
