Thanks for the info. You can force an app to close by completing the steps listed here: Close an app on your iPhone or iPod touch
Also, let's make sure that the "Fitness Tracking" and "Health" options are both enabled under Settings > Privacy > Motion & Fitness
Lastly, turn "Fitness Tracking" and "Health" off under Settings > Privacy > Motion & Fitness, then turn them back on. Once done, test for the issue again.

To confirm, you're using iOS 15.4.1 at this time? Do you have any apps installed that might alter the Heath app?
Do any other apps have this issue, or only the Health app?

With your Health app not updating data and becoming unresponsive, start by force quitting and re-opening the app. Make sure you're running the latest software in Settings > General > Software Update. Restart iPhone.
If your activity is synced from another device such as an Apple Watch, open the Health app > tap on your profile in the upper-right corner. Scroll down to Devices and make sure that the device is listed. If a device is listed, you can tap on the device and the waling activity to view information to ensure it is available from the other device.
