The numer 3 states:
Tap the More button in the toolbar, tap Allow Remote Control, then turn on Enable Remotes.
There is no option of "Allow Remote Control" in order to "Enable Remotes"in this toolbar.
Only "Connect to Server" and "Edit Sidebar" options are available.

Link Keynote Remote to another iPhone or iPad
You can play your presentation on iPhone or iPad and control it remotely with another.

Once you have setup a wi-fi connection on the iPhone, go to the main Keynote interface [called presentation manager] and tap the Remote button at the top right.
