I have a list of Phone numbers I want to block how do I add them to my blocked contact list?

Phone

From the Phone app, tap Recents, then tap the Info button  next to the phone number or contact that you want to block. Scroll down, then tap Block this Caller.

FaceTime

From the FaceTime app, tap the Info button  next to the phone number, contact, or email address that you want to block. Scroll down, then tap Block this Caller.

Messages

From the Messages app, open the conversation, tap the contact at the top of the conversation. Tap the info  button, scroll down, then tap Block this Caller.

In that case. you would need to add the numbers to your contact list first, then you can block them as explained in the support document you posted from.

Again, there is no bulk upload in Contacts. You need to add them manually one by one, then block them once added again one by one.

You can bulk import them from a CSV file on the iCloud.com website or the website for whatever other email account you may be using. Once you import them, you can then block them, individually.

Follow the steps in the support document you posted from.

You can only block numbers individually. There is no bulk blocking option from a list.
