Is iCloud down? I keep getting a message that iCloud could not connect to server. Trying to restore my iPad. iPad username and password are correct.

Not here, check the Apple System Status page to make sure there are no outages or scheduled maintenances currently affecting iCloud.

Check your Service & Wi-Fi.
