Setting up Mac want new id
Can I sign on new Mac with old id without any data etc following me

You can do that as long as you don't use Migration Assistant, restore from a backup or turn on iCloud syncing.
If you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID.
