iPad displays, dependent upon iPad model, are either a fully laminated display (combining the display cover-glass, diffuser and backlight) - or have a separate cover-glass/digitiser.
Fully laminated displays are a single assembly that have to be changed as single part. Models that have the separate cover-glass can have this component replaced independently of the main display panel.
You can determine which type of display is used by your iPad from this page:

In this example, you can see that the iPad Pro has a laminated display, whereas the iPad7 and iPad9 do not have a laminated display. If shown as a laminated display, then the display for this model does not have a separate cover-glass - and must be changed as a single assembly.
