Sign In with Apple doesn’t work
It says can’t create an account, your Apple ID cannot be used to create accounts for other apps and I don’t know how to fix that?

Thank you for using the Apple Support Communities! There ay be a few reasons for the message you're seeing. To start, if you disable Low Power Mode, does the issue remain:
Use Low Power Mode to save battery life on your iPhone or iPad
Also, you'll want to ensure that you're signed in with your Apple ID in Settings > [your name] on your iPhone and have two-factor authentication enabled.
Additionally as noted in the following article "Sign in with Apple is not available for children under 13 years old. This age may vary by country or region.":
