Photo Quality - Blurry at Best

After editing 4 x 6 inch photos in Photoshop and saving them at a 300 pixels/inch resolution, then saving them to my iPhone photo app, they are very poor quality and very blurry. Are there some settings that can be tweaked so that it is maintaining the resolution when saved to the apple photo app?

below is one photo showing the texture details, and then the following one is what it looks like after it saves onto the iPhone. It is printing out blurry as well, not just on the phone.
