My iphone 8 won't allow me to turn on touch ID...WHY???
I have never been able to use touch ID on my iphone and, so far, no one can/will tell me why not

Also, check that you're running the latest version of iOS — it should indicate 15.4.1 here:
Settings > General > About > Software Version

It will only tell me to set up a passcode. The passcode HAS TO BE 6 digits now for some reason. Even after I have a passcode it will NOT allow me to do anything with fingerprints. I have 2 fingerprints 'registered' on the phone, but I don't know why since I cannot use them.
It CLEARLY says USE TOUCH ID FOR:, but if I choose one and turn it on it demands a passcode be entered.

A fully charged battery in an older model iPhone (such as the 8) may still be weak due to age & normal use. Such battery weakness may affect a variety of functions — including Touch ID.
The battery's health is indicated by the Maximum Capacity % in the Settings app. In Settings, scroll down to Battery and tap on it, then tap on Battery Health. What's the value of the Maximum Capacity % there?

Apple considers 80% to be the borderline between unhealthy & healthy. So your battery's 90% capacity is quite good and not the cause of the Touch ID problem. (So you were right!)

Yes, you have to enter your device's passcode to be allowed to enable Touch Id. Are you saying that you cannot enable TouchId after entering your device's passcode?

Has the screen been replaced? What happens when you try to set it up? Are you getting an error message? If so, what does it say?
