The swipe down function for looking at notifications does not work. Is there a setting to change?

Somehow I lost the ability to swipe up for the control center or swipe down for notifications. Somehow I lost the ability to swipe up for the control center or down for notifications. I’m sure it’s something easy but I can’t figure it out.

Notification Icon When the red notification icon is lit, I used to be able to swipe down and see the notifications. Now it doesn’t work when I swipe down. How do I fix that?

App to Control center Can I view control center directly when viewing an app. The swipe down gesture on the far right of the screen works when not in app, but when in app it pulls up Notification Center instead. A second swipe down is currently necessary. Is there Another way?
