I have plenty of iCloud storage space but my iPad storage is full no matter how many apps I delete or offload. How do I transfer my iPad stored items to the available space on my iCloud?

If you for example have iCloud Photos turned on, when you delete a photo from your iPad, the photo will delete everywhere you have the same photo synced with iCloud. Aside from using iCloud, you need to create/keep empty and available space on your device - at least 3 - 5 GB at al times for the iOS to be able to function properly - more when you need to update or upgrade.
Have you set up icloud photos? To make sure all your photos are stored in the iCloud
