Can’t download Apple Watch fitness app

My wife’s watch stopped syncing with the app on her phone so I deleted the app thinking we could just download it again.

It turned out her Bluetooth was turned off on her watch. When we try to download the app back to her phone the only option is to open it in the App Store. There is no option to download it. She would rather have the app on her phone than have to open the App Store and search for fitness each time she wants to look at her stats.
