I live in Kentucky whom you say is signed up to use wallet drivers licenses but my IPhone 11 only gives Arizona and no way to change it. What do I do now to enter my drivers license just scanning does not change the state

At this time only Arizona has authorized this function. Other states, including Kentucky, have said they are working on it but have not signed on yet. You’ll just have to wait. You might try contacting your state representative and urge them to get this done.
