iphone 13 call failed when dialing out

Arrived in US and all calls say call failed. Can't dial out or receive calls on iphone 13 pro, Rogers (Canada)

iPhone 13 Pro, iOS 15

Finally got it fixed.

AT&T not working. Changed the network to manual, and selected T-Mobile
