Why cant I find my public playlists when I search for them on other peoples devices?

Like the headline reads. Why cant I find my public playlist on other peoples devices when I try to search for them using the same exact lettering? Spotify does this JUST FINE. The only way I can give my friends a playlist of mine is by physically sharing the link with them. That seems very counterintuitive to the public function.
