I can’t seem to connect my debit card to my iCloud, keeps on saying YOUR PAYMENT METHOT WAS DECLINED UPDATE IT OR ADD A NEW PAYMENT METHOD AND RETRY, which i did and it keeps on saying the same thing

If your payment method is declined in the App Store or iTunes Store - Apple Support
You may need to have a payment method on file, even if the app you want to download is free.
Check which payment method you have on file
Or -> Sign in to your Apple ID account page and edit your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
