Sounds like you may have selected a keyboard for another language. You can change the keyboard using the steps here: Add or change keyboards on iPad - Apple Support

Are you talking about the screen keyboard or a hardware keyboard?

Upside down question mark is for Spanish. Have you activated a spanish keyboard by mistake?

When you press and hold the question mark key, what do you see in the popup menu?
