If it’s not your phone, turn in in to the most-appropriate lost-and-found so that the owner might find it by retracing their steps.
An activation-locked phone is of no use to anyone other than the owner.

Without a little more detail of HOW it’s “not working” it’s hard to say.
You mentioned an insurance claim; was the phone malfunctioning already?
Can you turn it off? If not try:
Force restart iPhone – Apple Support (AU)
Can you turn it back on? If not try:
If your iPhone won't turn on or is frozen – Apple Support (AU)
Then … post-back what you’re seeing and/or the exact message(s) are you receiving when you try? Actual images of the screen are most helpful.
I also have this problem, I stupidly was trying to file an insurance claim on apple care plus and hit the lost iPhone thinking it would take me to other options and now the phone is locked out, have tried all of the how to remove the lock but still now joy and now I’m with out a phone 🤦♂️
If you "found a phone" that means the phone isn't yours, so what you need to do is take it to the nearest police station. I
An iDevice can only be unlocked by the original owner; as obviously that isn't you, you take it to the nearest cop shop. Would you want someone being able to access the data on your iPhone if you lost it...?
You are in possession of stolen goods; yes, you found it, and no, you can't do anything with it.

Activating “Lost Phone” from FindMy only requires that you re-enter the requested credentials in the device’s screen as-prompted.
This is a normal/common occurance where a phone is misplaced … reported as “lost” … and subsequently found by (or returned to) the owner.
So you’re in good shape.

The only way to turn the activation lock off is with the correct Apple ID and passcode. Turn the phone into the lost and found where you found it or to the local police.
