Disabled iPhone connect to iTunes

How can I reset my old iPhone that is disabled and says connect to iTunes without a computer? I thought if I removed it from the Apple ID signed in devices on my other apple device it would allow me to restart the iPhone that is disabled since I signed out of it through Apple ID. But I restarted the disabled iPhone and it still shows “iPhone disabled connect to iTunes” what can I do to reset it??

You will need to use a computer. Also see the following from If you forgot your iPhone passcode - Apple Support

If you don't have a computer and you can't borrow one, you need to go to an Apple Retail Store or Apple Authorized Service Provider for help.
