Apple iCloud storage

Every month I pay for .99 50gb of storage to my iPhone but for some reason my iPhone has been notifying me about low storage and to upgrade my plan, why do I have to upgrade if I'm supposed to be getting space every month??

You don't get an additional 50GB every month. You pay monthly for the 50GB (similar to renting physical storage space or renting an apartment).
