iPhone XR unresponsive. Stuck in Voice Command and won’t show any apps or accept passcode. Attempted hard reset but no results. Any advice? Thanks

Hold the side button and say “Turn off voiceover”.
Or tap twice anywhere you would otherwise tap once, then go to Settings/Accessibility and turn off voiceover.
