The solutions offered in the support document you posted from cover most causes of this. If you can't add a card to Apple Wallet to use with Apple Pay
If you still can't add a card after going though those steps then contact Apple Support: click here-> Contact Apple Support
The most common cause is if your iPhone is set to a region where Apple Pay is not supported. Check Settings->General->Language and Region, and make sure its set to a supported region.
