No.
You can freeze up to 5 header rows and 5 header columns. Doing so keeps those headers on the screen as long as one body row and or one body column is still on screen.
Nothing else, to my knowledge, can be kept in the same screen position as the document is scrolled.
With the current version of Numbers and of macOS, you may be able to open 2 copies of the document, place both on the screen at the same time. Scrolling one of the the copies should be independent of the other, but I've not looked into this, so can't be certain that is the case.
If the tales are on separate sheets, you might also be able to show both sheets simultaneously, and may be able to scroll them independently. Again, this is conjecture, as I've not tried it.
You might also use the Provide Numbers Feedback menu item in the Numbers menu to send a Feature request directly to Apple, requesting this feature be added to Numbers.
