Hello Cpswain69,
To open Control Center, touch and hold the bottom of the watch face. You should see Control Center show after holding for a moment, then you can swipe up. Check out Use Control Center on your Apple Watch - Apple Support.
If you're doing those steps and this continues, try restarting - Restart your Apple Watch - Apple Support.
