how do i remove an inactive account?
how do i delete an inactive account? I've checked in mail and it said it couldn't be downloaded from server. i also tried signing out and it says "this apple ID is not active"

Are you the original purchaser of the phone? If so, do you have the original receipt?
If the answer to either of those question is no, then there is no way to remove the activation lock. The device is a brick.
Recycle it.
