See if there is anything here—
Activate mac no wifi symbol—
" It started on a black screen that said Activate Mac across the top and "Recovery Assistant" in the menu bar. It was asking me to connect to the Internet with either WiFi or Ethernet. But there was no wifi menu available nor a wifi symbol near the upper top right corner of the screen, only an A icon and a battery icon...
It said to hold down the physical power button on the Mac until it powered off. Wait 30-seconds, then power it back on.
As I did so, there were a couple of odd schematics that showed up during the reboot (one looked like a mouse from the bottom, the other looked like a menu bar in miniature)… but eventually, I ended up at the Activate Mac screen again AND the wifi icon was in the upper right corner of the screen. That allowed me to manually enter my network name and password under the "Join Other Network" option." *
This would be a for Force Quit—
You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
Force Shut down your Mac.
Log out, sleep, wake, restart or shut down your Mac
Shut down or restart your Mac - Apple Support
or
since no SMC/nvram on the M1 SoC—
The best you can do if you have an issue— equivalent is Shut down, close the lid 30 secs+ , reboot as normal.
in references is a M1 Mac
and Apple states—If your Mac starts up to Options with a gear icon

"My MacBook 13 pro is stuck on activated mac"
-------
Perform as instructed: "Select a Wi-Fi network from the menu or attach a network cable to proceed."
Using a Network Cable:
If there is no Ethernet cable port, and only USB-C ports, then this would be the adapter to use: The Belkin USB-C to Gigabit Ethernet Adapter - Apple

Use of WiFi:
You need an Internet connection. So, does WiFi not work? Looking on the top-right cornet of your screen, do you see the WiFi logo? If so, click on it, seeing if you can connect.
Any others ideas please ?
