Adding card to apple wallet

Hi I try to add my bank card to apple wallet and I get message reach out to the card issuer. The problem is that bank does not see any problem. I tried restart, trik with pin code, resetting and etc same issue. Then I add other bank card I see the card need to verified, bank makes verification but on the wallet status doesn't changes.
