The SIM is provided and managed by your cellular service provider. Please contact your carrier to have your iPhone unlocked for use with other carriers and SIMs.

The phone is locked to a specific cellular carrier.

Only the carrier it is locked to can unlock it for use on other carriers. You will have to contact the cellular carrier it is locked to.

If you don't know who that is, ask whoever you got the phone from if it is not displayed in Settings>General>About or you are unable to access the settings.

If you can't do either, call Apple and give them the serial number.
