How can I remove my Apple ID credit

I moved to Israel from Russia when war started. Now I need to change region in my Apple ID account, but I can't because I need to remove my store credit first.

The amount of money there is not enough to buy something in AppStore and also I can't add there money, because all payments from russia are blocked (all the payment methods are not supported).

Please help me, I don't know what to do
