I’m trying to sign out of my old iPhone so I can give it to my daughter but seems to be frozen “removing iCloud data”. I even tried to reset it via General-Reset IPhone and I can get so far before it gets stuck again. I thought this would be simple!! Any ideas?

Try keeping the iCloud data on the phone. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos.. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes.
If that works, do the steps in the article below to make it her phone.
