Hotspot disabled how to enable

The hotspot is a service from your cell carrier, does your contract include the WiFi hotspot option?

Contact your carrier for help with this.

PS. Playing around with your WiFi settings will have no effect on this.

View and edit your Access Point Name (APN) on your iPhone and iPad - Apple Support

If your APN Setting is empty , Hotspot option will not show on your phone.
