I am using a USB barcode scanner to scan barcodes into Numbers. The scanner currently imports the barcodes as text. Is there a way to import the scanned barcode into Numbers in barcode form? I.e. the barcode lines and bars in the cell.

If you conclude that Numbers is not the right software for managing barcodes–and I think you will as it's just not designed for that–then you might consider database apps like Tapforms that feature integrated barcode scanning.

To do what you are asking, using the tool you have (Barcode Scanner), you would need to add a second application—a barcode generator—to create a barcode from the number/text result provided by the barcode scanner, a process that opens at least two opportunities for error.
If you have a regular scanner, you can scan the barcode into a pdf image file, which can then be opened in Preview and copied/pasted into Numbers.
