how to turn on access to photos

I dropped my phone in water yesterday and left it in rice for ab 15hrs. I turned it back on and everything seemed fine but it won’t let me allow camera access for any apps (snapchat, twitter,ect). i went to settings to do what it told me and hit allow but the option isn’t even there. i need to be able to edit photos and videos. can someone help?

If you have either dropped the device accidentally or exposed it to liquid or used it beyond acceptable temperature limits then…
