can/t pair to the mx keys

You will need to dugout, barrow or buy a wired keyboard and mouse for the initial setup, then pair your wireless devices.

FWIW most any USB Logitech, Generic or MS keyboard and mouse will work with your Mac Mini.


Personally I keep around and use an inexpensive Logitech MK120 Combo for setup and troubleshooting.
