Broken phone-2 factor authentication

So my kid breaks his phone yesterday, badly...won't boot, screen cracked, is done. I just ordered replacement but am being asked to erase phone. He had 2 factor authentication set up with no secondary number. He has no iPad, no other Apple product. How do I get the code that is being sent to his phone to finish erasing this phone prior to me mailing back to Verizon?

If you've tried all of those, you may need to start the account recovery process:


If you still can't sign in
If you can’t sign in, reset your password, or receive verification codes, you can request account recovery to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity.
