Safari on iPhone should be fine for most purposes, and will be up to date if you keep iOS updated. See Change the default web browser or email app on your iPhone, iPad, or iPod touch - Apple Support if you want to use another browser.

The last build of Safari for Windows was released in 2010, fully 12 years ago. It isn't supported and by now has plenty of know exploits. Use a modern browser.

Ah, slightly different question. Safari on iPhone is a built in app and will get updated when iOS gets updated.
