how to stop apps from downloading into both devices

How do I stop apps from downloading them onto my iPhone when downloading them in my Apple Watch. For example, I downloaded an app on my Apple Watch and it also downloaded in my iPhone and I don’t want that to happen. I deleted the app in my iPhone and it also deleted in my Apple Watch. I tried turning off the automatic app install and automatic downloads toggle off but the apps still download onto by my devices.
