Why iPhone 6s storage is being mostly taken up by iOS and other system data?

my iPhone 6s’s storage is being mostly taken up by IOS and other system data I know other system data is cooking but I don’t understand the iOS part that’s taking up 7 gb of my 15gb it’s causing problems because I don’t have space for barely anything along with the other 5gb being taken by other system data is there a fix to this problem?I tried factory resetting and backing it up but the problem just came back.

Hello,

Both numbers seem about normal. With only 16GB on you phone, your options are limited. Your short term option is to routinely monitor things that can be deleted:

How to check the storage on your iPhone, iPad, and iPod touch

For the longer term, a phone will more storage would be helpful.
