Apple ID on pc is different than other ios devices

I changed my apple ID on my pc and now I can't log into the account my other ID is synced to. It won't let me finish signing in on my PC. On the web browser it shows my icloud as empty. My phone and ipad show I have 33GB in my icloud. It won't let me change my ID on my PC to match the one on my other devices.
