Keyboard shortcuts disappear on iOS15 on corporate managed iPad without iCloud

Keyboard shortcuts disappear on iOS15 on my corporate managed iPad that is without iCloud. I had hundreds of shortcuts saved when on iOS14 and since iOS15 they disappeared.... and even when re inputted they immediately disappear again ! It seems as if you have to now have iCloud enabled for them to be saved ? My company manage the iPad with their own app, without iCloud. It is so frustrating and very difficult to write long reports now. Will this ever be fixed ?
