Apple store refund

I made an in app purchase and did not receive the product so I clicked on the purchase again and got the product but I got billed twice so I texted the game support and they told me to request a refund from Apple I have requested a refund three times now, but the refund keeps getting declined and I have been built two times for the same thing now, it is only one dollar but it is annoying that they will not give me my refund back that’s my right.
