i have apple care plus, does it cover water damage under the 2 per year incidents of damage

Yes. Apple Care+ will cover two cases of accidental damage per year whatever it may be. This includes water damage.
That would count as one incidence of AppleCare+ complete loss with the higher deductible - what Apple calls "Other accidental damage".
